James Hervey Simpson was a West Point cadet who served with the Topographical Corps to explore and survey the Green Bay, Wis., area. He later surveyed the Santa Fe Trail in the late 1840s and mapped out routes to California in the 1850s within the Utah Territory, where he was named chief of topographical engineers.
